Government Approves Solar Access Program
The government has officially approved the Solar Access Program, also known as the “Photovoltaics for All” initiative. This program offers subsidies for 6,000 homeowners to install solar systems starting next month. As a result, more households will have access to affordable solar energy and roof insulation.
Program Overview and Benefits
The Solar Access Program consists of five categories designed to increase access to solar energy and roof insulation. Homeowners can now install photovoltaic (PV) systems to reduce energy costs, even if they lack upfront funds. Moreover, specialists in photovoltaics and insulation will soon register on a government list to prepare for public applications.
The government has allocated €30 million to support 6,000 applications. Homeowners will be able to install PV systems of up to 4 kW, which is slightly lower than the previous limit of 4.16 kW.
Categories of the Program

Category A1: Photovoltaics – General
- €375 per kW subsidy (max €1,500 for systems up to 4 kW).
- Homes in mountainous regions receive a 50% higher subsidy.

Category A2: Photovoltaics – Vulnerable Households
- €1,250 per kW subsidy (max €6,250 for systems up to 5 kW).

Category A3: Photovoltaics for All
- €250 per kW subsidy (max €1,000 for systems up to 4 kW).
- Additional €4,000 available for citizens without initial capital.
- The total cost is capped at €5,000 and can be repaid in monthly installments.

Category B1: Roof Insulation – General
- Covers 50% of insulation costs, up to €2,500 (€25 per square meter).
- Homes in mountainous areas receive 50% more in aid.

Category B2: Roof Insulation – Vulnerable Households
- Covers 75% of insulation costs, up to €3,750 (€37.50 per square meter).
Key Changes in the 2022–2023 Scheme

Introduction of Category A3: Photovoltaics for All
- Citizens without initial capital can now install PV systems with aid from the RES and Energy Fund.
- Approved applicants will repay the aid in €150 monthly installments via their EAC electricity bill.

- This higher subsidy is specifically for vulnerable homeowners.
