125 Convictions for Illegal Property Deals
The Cyprus Real Estate Agents Registration Council has stepped up its fight against unlicensed property brokerage, recording 125 convictions for illegal property deals in 2024. These figures reflect a growing concern about fake real estate agents operating across the island.
The Council described this rise in convictions as a clear sign that combating illegal brokerage remains a top priority. Many of these cases originated from complaints submitted by licensed agents, concerned citizens, and the council’s own inspectors.
Hundreds of Complaints and Legal Cases Filed
In total, the Council received hundreds of reports during 2024, covering all districts of the Republic of Cyprus. Investigations led to the filing of approximately 400 criminal cases against individuals and companies violating real estate laws.
So far in 2025, courts have already convicted 90 individuals and 35 companies involved in 110 separate cases. Dozens more are pending trial.
Publishing Names to Protect the Public
To enhance transparency and protect consumers, the Council now publicly shares the names of convicted individuals and businesses on its official website. This allows buyers and sellers to verify that they are dealing with properly licensed professionals.
“Zero Tolerance for Illegality”
Council President Marinos Kineyirou emphasized the need for vigilance, stating:
“The Real Estate Agents Registration Council demonstrates zero tolerance for illegality. We’re committed to stopping those who exploit the profession and deceive the public.”
Kineyirou added that protecting both the industry and the economy depends on ensuring that only licensed agents carry out property transactions.
Buyers Must Stay Alert
The Council urges the public to request proof of licensing—either the agent’s annual license or official ID—before agreeing to any real estate transaction.
“Unfortunately, fraudsters are still active,” Kineyirou said. “Buyers and sellers should never feel hesitant to verify an agent’s credentials. A licensed professional will never take offense.”
He also reminded the public that it is a criminal offense to collaborate with an unlicensed broker, whether you are a buyer or a seller.

The Council also encourages everyone to use its official property platform, which lists only licensed real estate agents and their listings. This helps ensure safer, legal, and more reliable transactions.
